- I cook the rice with 4 cups of water on low heat and when it is almost dry, leave the heat on medium temperature, add the sugar and stir. After adding the condensed milk and mix well, and finally add the milk. Stir so it doesn't stick to the bottom of the pan, until it thickens. Finish with cinnamon powder, on top to taste. Serve hot or iced.
