  1. Melt the butter in the pan and add the flour, then stir constantly with a whisk, for about 2 minutes.
  2. Add the milk, always stirring with the fouet. Then add the salt, nutmeg and pepper. Continue stirring non-stop over low heat for about 20 minutes.
